  1. Outcome Framework: Lay out sequence of outcomes expected to occur as result of an intervention
  2. Set of Assumptions:
    1. How are long-term outcomes connected to intermediate and early outcomes?
    2. Have all important preconditions for success been identified?
    3. Will the intervention create the expected outcomes?

  • Target population? Amount of change required to signal success? Time frame over which change is expected to occur? e.g. After 2 yrs of the program, 75% (from 68% now) of parents in the target area report in a telephone survey that learning at home is very important.
